  18. <p>     How many homeless people are there in America? Who are they?
  19. On the night of March 20, the U.S. Census Bureau will try to
  20. find out with a nationwide sweep of shelters, public parks,
  21. subways and sidewalk heating grates. Enumerators--the
  22. bureaucratic euphemism for headcounters--have been warned not
  23. to search parked cars or Dumpsters and not to enter abandoned
  24. buildings; nor may they question people who are sleeping or
  25. obviously disoriented.
  26. </p>
  27. <p>     There is concern that the project will somehow demean the
  28. homeless. That's beside the point, reply city officials. The
  29. homeless will be among the first to benefit when their
  30. communities use the tally to apply for more federal funds. And
  31. a documented increase in population--homeless or not--could
  32. lead to greater representation in the Congress and in state
  33. legislatures.
